An operation license covering 26 categories and 166 sub-categories (held by the Phase I facility in Yi'an District), spanning the collection, storage, utilization, and disposal of hazardous waste.
Transport Licensing
Dangerous goods transport licensing, plus vehicle GPS and route monitoring, with records kept across the entire journey.
Storage Compliance
Dedicated hazardous waste temporary storage warehouses with zoned, compartmentalized management, conforming to GB 18597 and related standards.
Disposal Process Compliance
Incineration, physicochemical treatment, and regeneration units are designed and built according to approved environmental and safety assessments, and operate within the approved conditions after commissioning.
Electronic Manifests and Ledgers
Electronic manifests interface with provincial and national hazardous waste regulatory platforms and connect with the settlement system.
Three Tiers of EHS Management.
EHS management operates at three levels: on-site operations (personal protective equipment, standardized procedures, job manuals), process and equipment (interlock logic, redundant design, closed-loop verification), and emergency response (contingency plans and regional emergency coordination).

Industry, Innovation and Infrastructure
The self-developed HyFine liquid-phase hydrogen-control treatment technology, the supercritical CO₂ activated carbon regeneration process, and the "IoT + Hazardous Waste" Intelligent Management Service Platform (IHWDS) upgrade hazardous waste disposal into replicable green infrastructure.
Sustainable Cities and Communities
The Phase I project is included among the core supporting projects of Tongling's "Zero-Waste City" program, providing unified collection, storage, and resource-recovery capacity for the region.
Responsible Consumption and Production
Returning solid waste to the production system forms a closed loop of waste generation → collection and transport → regeneration → reuse: four product lines — re-refined base oil, regenerated activated carbon, reconditioned packaging containers, and bio-based products — flow back into the industrial system, while compliant collection and storage services have cumulatively covered the production side of over 6,000 waste-generating enterprises.
Climate Action
Re-refined base oil replaces the virgin refining route, reducing CO₂ emissions by about 120,000 tonnes per year at full capacity.

Regional Coordinated Disposal + Resource Recovery.
"Zero-Waste City" is an urban development model centered on the source reduction and resource utilization of solid waste. In 2018 the General Office of the State Council issued the pilot work plan launching an initial "11+5" group of pilots; during the 14th Five-Year Plan period the program expanded to 113 cities and 8 special regions. Under national deployment, "Zero-Waste City" development is to cover 60% of cities nationwide by 2027 and reach full coverage by 2035.
